The municipalities shall be empowered to establish Municipal Security Councils in accordance with their capacities, physical, financial, and human resources available to them and which shall be composed of one (1) representative of the Police Region of the Puerto Rico Police corresponding to the municipality, one (1) representative of the Municipal Police, one (1) representative of civic and community organizations, and the mayor, who shall preside over the Municipal Security Council. The mayor shall be empowered to integrate to the Council any other entity and organization that is deemed necessary to enforce the provisions of this chapter.
