Participating municipalities shall be empowered to establish and outline comprehensive strategies in order to provide protection and security to the citizenry. In accordance with this, said municipalities shall file with COMPAS a report including their suggestions, recommendations, and effectiveness, as may be required and needed by COMPAS.
