Any natural or juridical person, owner, representative, or person in charge of a workshop, store, lot or motor vehicle wholly or partially engaged in the business of selling, exchanging, depositing, collecting, storing, transporting or distributing copper, aluminum, tin, platinum, or lead wire or materials, or a mix or alloy thereof (hereinafter, metals) for the purpose of recycling, reselling, exporting, or reusing the same in any form or state in which they appear, shall record in a Register to be kept for five (5) years and in which it is required to include the following information:\n(a) The name, address, and number of the official document used to identify the person from whom said metals were acquired, including the professional association membership number as provided in § 1101a of this title, as well as a copy of an identification in effect issued by the Commonwealth which bears a picture of said person.
