Any natural or juridical person who sells, exchanges, barters, deposits, resells, or intends to do business by any of these means, or any others, with metals, with any owner, representative or person in charge of a workshop, store, lot or vehicle of those specified in § 1101 of this title, shall present proof that he/she is the owner of the metal or that he/she is authorized by its owner or representative to conduct said business. Furthermore, he/she must be licensed as engineer, expert electrician, master plumber or refrigeration technician to be able to sell such material for reuse, resale, export, or recycling. Exceptions to this professional license requirement shall be granted in the case of aluminum cans or household materials; provided that, all other requirements established in § 1101 of this title are met.
