It is hereby provided that in regard to all those members of the Force who have joined the latter after January 1, 1982, the university educational requirements established in §§ 3103 et seq. of this title shall not apply to those members of the Force who were listed in the register of eligibility for promotion to the rank of Captain by December 31, 1999. The Superintendent of Police is expressly authorized to promote to the rank of Captain those qualified members of the Force who appear in the register of eligibility by December 31, 1999, pursuant to the available openings.\nHistory —Aug. 21, 2000, No. 182, § 1.
