The admission and discharge of patients shall be governed by the rules and regulations that may be made by the Secretary of Health and upon order of the medical authorities of the hospital, to whom shall be transmitted, in the manner directed by the Secretary of Health, the petitions for admission pursuant to § 3 of this title. The hospital shall attend such cases as may be satisfactorily benefited by reason of its facilities for diagnosis and treatment at its disposal; but cases of mental diseases that affect or may affect the good operation of the hospital shall not be admitted; Provided, That quotas from pay-patients shall be covered into the General Fund of the Commonwealth Treasury.
