All assignments of land in usufruct shall be made on condition that the buildings and other improvements created or carried out on the land in usufruct shall remain the property of the Commonwealth of Puerto Rico upon termination of the usufruct without any right to compensation accruing in such case for the value of said buildings or improvements.
