The Secretary of Health of the Commonwealth shall determine the entities to which the usufruct may be granted, or the lands conveyed, pursuant to § 48a of this title, and shall establish the conditions and medico-technical requisites which, in addition and subject to the laws and regulations in force, are to govern the lotting of the land, the construction of the buildings and the operation of the facilities constructed on the lands in usufruct or conveyed.
