In any proceeding under this chapter for granting, suspending, revoking or amending any license, or for determining compliance with the rules or regulations of the Commission, or for granting exceptions from said rules or regulations, the Commission shall hear, on request, any person whose interests may be affected by the proceeding, and shall consider said person a party of such proceeding.
