It shall be unlawful for any person to use, manufacture, produce, transport, transfer, receive, acquire, or possess any source of ionizing radiation without obtaining a license from the Commission in accordance with the provisions of this chapter for using, manufacturing, producing, transporting, transferring, receiving, acquiring or possessing such sources of ionizing radiation or unless such person has registered such source of ionizing radiation with the Commission in accordance with the provisions of this chapter.
