The Commission, the Department of Health or the Department of Labor and Human Resources shall have authority, in cases of emergency, to impound or order the impounding of sources of ionizing radiation in the possession of any person who is not equipped to comply, or who does not comply with the provisions of this chapter or of any rules or regulations hereunder, or in possession of any person who violates any provision of this chapter or of any rule or regulation hereunder.
