The Secretary of Health shall promulgate and adopt all the norms, rules and regulations needed to enforce compliance of the public policy set forth herein and the provisions contained in this legislation, within ninety (90) days from the approval of this act. The Secretary shall amend the pertinent regulations, as the case may be, to establish guidelines or norms in view of the intents and purposes pursued by this chapter.
