The Secretary shall, by regulations, prescribe the minimum standards for the operation and maintenance of all the health facilities which may be constructed or modernized with or without federal aid in accordance with state plans, and of those facilities that may be operating or under construction upon the effective date of this act; Provided, That the standards in force on the effective date of this act shall continue in effect in everything not in conflict with this chapter, until those authorized by this chapter are prescribed.
