The state plans shall determine the relative need for the several projects included in the facilities construction or modernization programs, in accordance with the regulations prescribed pursuant to the federal and state laws, and shall provide for the construction and modernization insofar as financial resources are available for such construction or modernization and for the subsequent maintenance and operation of facilities in the order of such relative need.
