The Secretary shall inspect the construction and modernization projects approved and in process of construction and if the inspection so warrants the Secretary shall certify to the corresponding federal agency the work that has been performed upon the project, or the purchases that have been made, all in accordance with the approved plan and specifications, and shall certify the payment of installments of federal funds due to the applicants.
