The Health Institutions and Facilities Accreditation and Certification Advisory Board shall have the following responsibilities and duties with regard to the provisions of this chapter:(a) To advise and counsel the Department of Health as to standards affecting the implementation and administration of this chapter.(b) To review and make recommendations with respect to rules, regulations and standards authorized hereunder prior to their promulgation by the Department of Health as specified herein.
