Notwithstanding the existence or pursuit of any other legal remedy, the Department of Health may, in the manner provided by law and through the Secretary of Justice, who shall represent the Department of Health in the proceedings, maintain an action in behalf of the Government for injunction or other proceeding against any 'person' or 'government unit' to restrain or prevent the establishment, direction, management, operation or functioning of a health facility of those described herein without a license issued under the provisions of this chapter.
