Any petition for a certificate of necessity and convenience required to eliminate imminent safety hazards, or to obtain the reimbursement of expenses for any federal or local program or to meet federal or local requirements regarding operating permits shall be approved after the holding of a hearing, up to the amount needed to meet the listed needs, except when the Secretary determines that the facility or the service for which the investment is to be made is not necessary.
