Any petition to obtain a certificate of necessity and convenience shall be accompanied by an Internal Revenue voucher in the amount of one hundred dollars ($100), with the exception of those filed by the agencies of the Commonwealth of Puerto Rico and its municipalities. The funds thus collected shall be covered into the Health Fund created pursuant to the provisions of §§ 337—337m of this title.
