The Secretary shall issue the decision on the application to obtain a certificate of necessity and convenience on the basis of the grounds set forth to make such a decision, within the term established in the provisions of §§ 2101 et seq. of Title 3, and in the regulations adopted by the Secretary pursuant to the latter.
