Any person who is operating highly-specialized medical equipment acquired before this act; and any person who is operating a pharmacy established before October 24, 1979; and any person who is operating a health facility, with the exception of a pharmacy, whose operations began prior to November 7, 1975, shall be entitled to have the Secretary issue a certificate of necessity and convenience without the requirement of the determination of public necessity and convenience and without the holding of a hearing.
