In order to protect the best interests of the parties, no requests for certificates of necessity and convenience may be filed, nor will the Department of Health make any determination on any matter related to these certificates, during pre- and post-election periods.This prohibition shall include a period of two (2) months before and two (2) months after the general elections are held in Puerto Rico.
