The documents or information submitted to the Secretary by the owners or managers of air contamination sources which are related to the production or elaboration processes, with information on the volume of sales or which could adversely affect the competitive position of such owner or manager, shall be only for the confidential use of the Secretary, unless the owner or manager expressly consents that same be published or be available to the public. This shall not be construed as hindering the use of such documents or information by the Secretary for the purpose of compiling or publishing analysis or summaries related to the general atmospheric condition, provided that same are not identified, nor can be identified with a particular owner or manager.
