Nothing herein provided shall be construed to mean:(a) Confers on the Secretary power in relation to the air contamination that may exist exclusively within a commercial or industrial plant.(b) Hinders, limits or confers the right of any person to obtain compensation for damages caused to him or to his property, or to use any existing legal remedy to prevent same.
