The funds recovered by the facility from solvent persons shall be distributed in proportion to the sum contributed by the municipality and the Department according to the provisions of §§ 74a—74u of this title by transferring to the Department the funds corresponding to it. The funds that correspond to the municipalities shall be used solely and exclusively for the operation of the facility including the improvement of the salaries and working conditions of the employees.The municipal government shall open a special account for these purposes to be used solely and exclusively for the operation of the facilities as it is established herein.
