The municipal governments shall not delegate on or subcontract with private corporations, associations or professional groups the administration and operation of the diagnosis and treatment centers and health centers, unless a feasibility study has been carried out by a firm of recognized professional capacity and without the prior approval of the Secretary of Health. Said delegation and subcontracting shall be subject to the provisions of law in effect which are applicable to this type of transaction. History —July 2, 1985, No. 52, p. 181, § 10.
