The facilities that are at present being administered and operated jointly by the Department of Health and the municipal governments shall continue in operation in accordance with the terms and conditions of the agreement in effect, until they request that the Secretary of Health delegates on them the administration and operation of said facilities and an agreement is signed in accordance with the provisions of §§ 74a—74u of this title.
