Should there be a Consulting Board or a Board of Directors, or a similar body in any of the facilities which enter into an agreement with Secretary of Health under §§ 74a—74u of this section, the same shall be considered as equivalent to the one established herein. The existing Board shall assume the duties and functions of the Consulting Board established by §§ 74a—74u of this title, which are not in conflict with the legislative and regulatory provisions under which the existing Board was established.
