The owner or director of the establishment to which a license has been denied, revoked or cancelled, may request from the Secretary of Health an administrative hearing within the thirty (30) days after having been notified of the denial, revocation or cancellation. After holding an administrative hearing ratifying the denial, revocation or cancellation of the license, the decision of the Secretary of Health shall be final with regard to findings of fact, but may be reviewed by the Court of First Instance of Puerto Rico with regard to issues of law. The appeal to the Court of First Instance must be taken within thirty (30) days following the date on which the resolution of the administrative hearing was notified.
