The Secretary of Health is hereby empowered to direct such inspections and investigations as he may deem necessary of the clinical analysis laboratories, plasmapheresis centers, seropheresis centers and blood banks established and operated in Puerto Rico. Prior to granting any license under §§ 91—91i of this title, the Secretary of Health shall inspect the clinical analysis laboratories, plasmapheresis centers, seropheresis centers and blood banks to be established for the purpose of ascertaining whether or not they comply with the requirements of §§ 91—91i of this title and the regulations.
