Any person establishing, running, managing or operating a clinical analysis laboratory, plasmapheresis center, seropheresis center or blood bank without the license referred to in §§ 91—91i of this title, and any person violating any provision hereof, or of the regulations, or orders made by the Secretary of Health hereunder, shall be guilty of a misdemeanor and shall, upon conviction thereof, be punished by a fine of not less than one hundred dollars ($100), nor more than five hundred dollars ($500); Provided, also, That the Secretary of Health is hereby empowered to impose, after holding hearings, administrative fines for violations of §§ 91—91i of this title and of the regulations or orders provided hereunder; it being understood that no administrative fines shall exceed five hundred dollars ($500).
