In case of an epidemic officially declared in one or several municipalities, the Governor of Puerto Rico is hereby empowered, on petition of the Secretary of Health, to dispose of such amounts as may be necessary, chargeable to the Commonwealth Treasury, up to the sum of two hundred thousand dollars ($200,000), or to contract, if necessary, a loan with a banking institution for the whole or part of that amount, for account of the Commonwealth.
