The Secretary of Health is hereby authorized to draft the regulations needed to govern the use and maintenance of automated cell counters so that said devices may comply with the standards provided by the Secretary for them to operate at their optimum condition. The Secretary is also directed to amend or repeal those regulations containing provisions that are inconsistent with §§ 389a-389c of this title so as to adjust the same to the provisions of §§ 389a-389c of this title.
