This chapter shall be construed as a public policy to be progressively developed rather than being immediately complied with regards to those activities that the Department has yet to carry out due to financial constraints. However, the Department is required to show reasonable and progressive efforts, according to financial and human resources, to comply with this chapter. The Department may demonstrate its reasonable and progressive efforts by executing collaboration agreements, memoranda of understanding, obligations, or contracts with the Comprehensive Cancer Center as its main collaborator.
