The Secretary of Health shall use funds out of those appropriated for the functioning of said hospitals, out of the regular items for salaries, in order to pay the arrested employees on a wage basis; Provided, however, That those so employed shall not be considered regular employees for any purposes; Provided, That an arrested case shall cease to be covered by the provisions of §§ 450—456 of this title when he is deemed by the staff to be able to yield the full-time physical work, proper of a healthy person; and, Provided, further, That after he has arrived at this last stage, if his behavior and efficiency warrant, the arrested case shall be preferentially eligible, within the competitive service, to a position similar to that discharged as an employee on a wage basis, provided he meets all the requirements under the Personnel Act in force, to become a regular employee.
