The Department may establish clinics for the examination and treatment of sexually-transmitted diseases throughout Puerto Rico, and will provide medical assistance to any person regardless of his economic condition, race, color, origin and political or religious beliefs. These services shall be rendered in accordance with the generally accepted professional standards of the medical profession.
