The Secretary of Transportation and Public Works is hereby authorized to designate whatever (unused) land or buildings are available, or to acquire by purchase, rental or any other manner (unused) land, or land and buildings, or buildings, and construct, repair or remodel buildings to be used for the purpose of establishing, maintaining and operating rapid treatment centers and rehabilitation establishments; Provided, That he shall act by virtue of the prior approval of the Secretary of Health.
