Each article of the secondhand goods, after such goods have been fumigated as provided in § 671 of this title, shall bear affixed thereto a tag showing that said article has been duly fumigated in Puerto Rico under the supervision of the Department of Health. On each tag there shall clearly be mentioned the phrase 'Secondhand Goods' and some key symbol to identify the name of the importer, merchant, tradesman or dealer of each fumigated merchandise.The cost of these tags and of the work of attaching them shall be paid by the importer, merchant, tradesman or dealer of each fumigated merchandise.
