The Secretary of Health shall prescribe the regulations necessary for the best enforcement of §§ 671—673 and 676—678 of this title. For the purposes of such sections and of the regulations promulgated, the term secondhand goods shall include clothing, used wearing apparel, personal wear accessories, articles that in their daily use have been in contact with the human body or articles which have been exposed to contamination with pathogenic organisms. Jewelry, metal, wood, plastic or crystal articles are not included under this definition.
