The Secretary of Health is hereby authorized and directed to formulate, establish, organize and develop a program of action against alcoholism and for the rehabilitation of the alcoholic, covering the phases of prevention, care, treatment, and the physical, social, emotional and occupational rehabilitation of the alcoholic.
