To that effect, the Secretary of Health, through the organization unit in charge of the administration of such a program of action, shall:(a) Provide such help as in his judgment will bring the greatest benefit to such alcoholics.(b) Make surveys and investigations toward getting better acquainted with the problem of the alcoholics in Puerto Rico and the means for fighting alcoholism.(c) Establish and operate dispensaries for this purpose, and cooperate with nonprofit voluntary community organizations operating similar dispensaries or wishing to participate in this activity.(d) Carry out educational activities with regard to alcoholism for the benefit of the general public, alcoholics and their families, and see about the professionals who are to, or may participate in, the services to be provided for alcoholics.(e) Enter into contracts with physicians and other professional personnel for professional services for the purposes of the program, and with hospitals and clinics for hospital services.(f) Designate the necessary employees for the program, and assign duties thereto; provide for other necessary disbursements in connection with the program.
