It shall be the duty of prosecuting attorneys to proceed without delay to prosecute violators of this chapter. Before filing any complaint the Secretary shall give notice to the person against whom such proceeding is contemplated and such person shall be given an opportunity to present his views either orally or in writing, in person or by attorney, with regard to such contemplated proceeding.
