Whenever in the judgment of the Secretary it shall be advisable to promote honesty and fair dealing in the interest of consumers, he shall promulgate regulations fixing and establishing for foods, reasonable definitions and standards of identity, and/or reasonable standards of quality and/or fill of containers. In prescribing a definition and standard of identity for any food or class of food in which optional ingredients are permitted, for the purpose of promoting honesty and fair dealing in the interest of consumers, the Secretary shall designate the optional ingredients which shall be named on the label. The definitions and standards so promulgated shall conform so far as possible to the definitions and standards promulgated by the Secretary of the United States Department of Agriculture under authority conferred by § 401 of the Federal Act.
