The levying of any tax on the sale of meat slaughtered in the Commonwealth of Puerto Rico, is hereby prohibited; Provided, however, That nothing herein contained shall prevent the municipalities of Puerto Rico from levying an excise tax for the use of municipal slaughterhouses, and of municipal stands for the sale of meat.
