The Court of First Instance of Puerto Rico is hereby vested with jurisdiction to enforce and punish violations of this chapter, and shall have jurisdiction in all other cases arising under this chapter. The petition for action, for seizure or condemnation shall have preference in the court calendars and the hearing shall be held not later than ten (10) days after the owner of the article or animal, the object of the action, has been notified. The court shall render judgment or resolution within the ten (10) days of the holding of the hearing, the owner or representative or his attorney, if any, being notified in the same manner. A writ of certiorari may be filed before the Supreme Court of Puerto Rico against the judgment or resolution of the court, within ten (10) days of the notice of the judgment or resolution, provided a bond has been furnished to the satisfaction of the lower court. Should the writ of certiorari not be established within the determined term, the resolution of the lower court shall become conclusive and final. History —June 28, 1969, No. 120, p. 334, § 404.
