Every natural or [juridical] person, desiring to introduce into Puerto Rico any powdered milk, whether whole or skimmed, must first provide himself with a license after applying to the Secretary of Health. In said license [application] such person shall state his name, profession, and residence; the use which he intends to make of such powdered milk as he may introduce; the place of origin thereof, with a statement of the name of the manufacturer and of the place where the factory is located; the class of the product, the use to be made thereof, and the place where it is to be introduced. The Secretary of Health, after carefully investigating said application shall grant the license, or not, in his discretion.
