For the purpose of the strict enforcement of this chapter, the Secretary of Health is hereby authorized to take samples to be used in making examinations and investigations. His agents or officers shall have authority to enter any factory, dock, warehouse, store, or establishment where flour is stored, or any factory, establishment, or store where white bread, crackers generally known as milk crackers, leaven crackers (de agua), soda crackers, and kneaded crackers (de manteca), dry food pastes made of flour, are manufactured, handled, packed, sold, stored or had, or into any vehicle used for the transportation thereof. Such agents or officers shall be authorized to inspect any or all the places or vehicles aforesaid, and such flour or flour products, as well as such materials, containers, labels and other equipment as may be found therein; and to take the necessary samples for analysis.
