The Secretary is hereby authorized, either per se or by his representatives, to inspect piers, warehouses, establishments and stores, factories, vehicles, containers; to take samples for analysis and make the same, as well as examinations and investigations; to levy attachments and seize any rice not complying with the requirements of §§ 881—887 of this title, and to destroy it or dispose of it as circumstances may warrant.
