The Secretary may, upon indubitable evidence that there exists an imminent shortage of parboiled rice or fortified rice, or that for valid reasons the industry cannot provide them—as for example, during a state of war or a similar national emergency—stay the effectiveness of this chapter for such time as may be necessary.
