Any person who violates any of the provisions of this chapter or of the regulations promulgated hereunder shall be guilty of a misdemeanor, and shall, upon conviction, be punished, for the first offense, by a fine of not less than twenty-five dollars ($25) nor more than one hundred dollars ($100); Provided, That recidivism shall entail a fine of not less than one hundred dollars ($100) nor more than five hundred dollars ($500), or imprisonment in jail for a term of three (3) months, or both penalties, in the discretion of the court.
